Measuring Teacher Impact on Student Growth/Non-Tested Grades and Subjects

Of particular interest to the more than two-thirds of the state’s teachers whose students do not participate in statewide assessments is the development of a GO-Index for educators who teach non-tested grades and subjects. Under the current value-added assessment initiative, only those teachers in tested subjects in grades 4 through 9 will be evaluated through a value-added approach. However, Act 54 requires BESE to establish measures of student growth for personnel who teach grade levels and subjects for which value-added data are not available.

Work is underway to examine expansion of value-added assessments to End-of-Course tests in high schools. A separate initiative is also underway to develop a different method for incorporating student learning into teacher assessment in grades and subjects for whom value-added data are not available.

After intense outreach with educators, LDOE will submit ACEE with a proposed framework and if necessary multiple models for non-tested grades and subjects no sooner than spring 2011. ACEE will make a recommendation to BESE for a final decision by the state board no sooner than spring 2011.
